WhatsApp Business Platform now charges for service messages beyond 1,000 a month
From 1 October 2026, Meta charges for WhatsApp Business Platform service messages beyond a free 1,000 per business phone number each month. It also charges for utility templates sent inside an open customer service window. Both had been free. Eligible government and non-profit senders remain exempt until the end of 2027.

What happened?
Meta's WhatsApp Business Platform pricing documentation confirms two changes that took effect on 1 October 2026. First, service messages, the free-form replies businesses send within the 24-hour customer service window, are charged again after being free since 1 November 2024. Each business phone number gets 1,000 free service messages a month, and charges start from the 1,001st. The allowance does not roll over and resets at midnight in the Messaging account's timezone. Second, utility template messages sent inside an open customer service window, free since 1 July 2025, are now billed. In status webhooks, these messages change from the free_customer_service pricing type to regular. Meta asked businesses to add a payment method by 30 September 2026, otherwise service message delivery could stop once charges began. Eligible governments and non-profits stay free beyond the monthly allowance until 31 December 2027. Separately, eligible Indian customers must move Messaging accounts to INR billing by 31 December 2026.
Why it matters for businesses
WhatsApp is the main customer support and sales channel for many Indian businesses, and teams using the API through a BSP often reply heavily inside the free 24-hour window. Busy support desks, delivery updates and chatbot conversations can now cost money once a number passes 1,000 service messages a month. The change applies to the Business Platform (API), not to the regular WhatsApp Business app. Businesses that send order, delivery or appointment updates as utility templates during active chats will also see new charges.
How businesses can use this update
- Check your monthly service-message volume per phone number in WhatsApp Manager or your BSP dashboard to estimate the new cost. - Make sure a valid payment method or prepaid balance is in place so replies don't fail. - Simplify chatbot flows so a query is answered in fewer messages, and combine updates where you can. - Plan your move to INR billing before 31 December 2026 if your account is eligible.
Pacewalk expert note
Free replies inside the 24-hour window were a key part of many WhatsApp cost plans, and that is now changing. Look at your conversation logs and find where messages are wasted: repeated greetings, unclear menus or bots that need several steps to answer. Better flow design is now a direct saving. Check the latest India rates in Meta's official rate card or with your BSP before you update budgets.
